Given that usajobs is a black hole where job applications go to die, the positions may be open for a while.
OTOH the job descriptions do not seem to be tailored for the specific person that they want to hire (which often happens), so perhaps someone will indeed find a job. They're not offering a lot of money though, considering the cost of living in NoVa.
