Graphics programs

I know some of youse troops are computers gurus so here's a question for ya'.
To begin with, I'm sure there's some sort of program that will allow me to change the colors in a picture on the screen. What I mean by that is: If I have a part of a picture that's red and I want to change it to green, is there a program that I can tell to change all red in the picture to green? That may be a oversimplification of what I'm trying to say but some of you, I'm sure, will understand.

Photoshop.
The best that there is.
That is what you have to get to get your pictures to do that. I have not messed with anything less than that program.

A second vote for Photoshop. I dunno how I ever got along without it... PM on the way...
