From what I've read about this video in the past, 1989-1991 would be the time frame. And yes it is currently owned by Paul Allen.

One of the comments on the U-Tube site says that it was recovered and is in Norfolk UK undergoing restoration.

Maybe there are. Russia is a big big place and a lot of aircraft were lost. I've often thought that Russia would be the next big boom as far as recoveries are concerned. Would possibly rival if not surpass PNG, in the '70s, over time of course. And provide better preserved examples compared to the corroded carcasses dragged out of the pacific.

Unbelievable condition. I wonder if the cold climate in Russia helps in preserving any aircraft wrecks. Any idea where in Russia this crash site is?

Crash site WAS in the Voibakala area of Nth Russia. This was 16 years ago!
