Looks like a patriotic display being installed in a park? Maybe with the arrows to show how the plane survived a vicious attack by our fighters? Kind of like a CSI type deal showing the bullet paths. Notice the light pole in the one picture, I don't think she parallel parked while landing!

Still a strange pic - they thought that was a lot of battle damage? At least it didn't blow up....
