Tulio
Tora operates like any other wing/unit. They get no additional support from HQ. Tora must make enough money to support itself, they operate under the umbrella of the CAF for insurance et.
Airshow pyro is bid on by a number of organizations, EOD/Blastards/Tora and others. It is expensive, at some military shows, the gov't supplies the HE, and Tora etc., only provides the expertise.
At the HQ show, yes pyro is paid for by HQ, but I do know that EOD/Blastards also work very hard to get local support so that HQ has as small of a bill as possible.
