The decision on both Enterprise and Endeavour was more political than anything else. Being on the bad side of Senators Schumer, Boxer and Feinstein (not to mention all the members of the House of Reps from those states) is not a place NASA wants to be.
Ohio's and Washington State's Congressional delegations (both House and Senate) don't carry as much weight. Texas is going to support NASA regardless, given the employment base that exists at Johnson.
In any event, while NYC may be an overall larger tourist draw than Dayton, but Intrepid still has less (by a few hundred thou, I think) visitors every year than NMUSAF does. Will be interesting to see if having Enterprise produces anything more than a temporary bump in Intrepid's annual visitorship.
