This DC-3 is Ex-Transport Canada (TC) CF-DOT. In its last years in government service is was operated by TC for the Canadian Coast Guard in a pollution patrol role and was based out of Vancouver International airport.
I also have this info I had found on the internet.

To civil registry as NC843 (Wien Air Alaska Dec 1946), N843K (Rr), CF-DOT (Canadian Dept of Transport ‘960’ feb 28, 1950), C-FDOT (Rr 1975). Last N1XP with Odegaard Aviation Inc, North Kindred, ND. The Duggy website says it was restored to original ANG colours, the colours look suspiciously similar to Transport Canada scheme.
Photos of this aircraft with the Coast Guard can be found at

This photo from the website is CF-DOT being picked up by its new owner after being surplused by Transport Canada.
