From the report, which is very thorough, even the Navy doesn't think the likelyhood of finding it is very high. It would be far less effort for a terrorist to use a conventional method. Oh, and even if you could find the bomb (doubtful), you would have to dig it out from the seabed, lift the possibly broken up/possibly explosive 7600 pound carcass, collect the Uranium (not much there) and then make a dirty bomb- all that without anyone noticing! If they could find it (the US Navy couldn't, and they looked very hard when they lost it). This in the hands of terrorists would not be very dangerous unless they dropped it on their foot. The terrorists could make a convincing replica out of papier mache far more easily and say they recovered one from the former Soviet Union. That would be a far more believable scenario in my mind.It is a very attractive toy for any number of organisations - more from a statement they could make with it than from the actual damage it could cause as a dirty bomb.
The report speaks for itself. They have been diligent- They aren't sure they could find it, even now; They might cause serious environmental damage if they recovered it; It is dangerous to recover, even for experienced demolitions people.It sets a very bad precident that the US is willing to not be diligent in this respect as they should be 100% consistant on Nukes. Look at the hard time they are giving the North Koreans , Russians etc
No question in my mind about your intent!None of this is my political opinion just a practicle opinion and don't lets get into it in any other context.
I can see how it might in the sense of the general public, but I think the position stands up to TECHNICAL scrutiny. This situation does not worry me in the least...This just looks bad and sloppy to me
