If they could find it (the US Navy couldn't, and they looked very hard when they lost it). This in the hands of terrorists would not be very dangerous unless they dropped it on their foot. The terrorists could make a convincing replica out of papier mache far more easily and say they recovered one from the former Soviet Union. That would be a far more believable scenario in my mind.

The report speaks for itself. They have been diligent- They aren't sure they could find it, even now; They might cause serious environmental damage if they recovered it; It is dangerous to recover, even for experienced demolitions people.
